David is responsible for the development of financial and IT business plans for the Center for Understanding
Change as well as providing administrative oversight of resources and the execution of services. Retired from the United States
Coast Guard, David was responsible for the business transformation and change management of the Coast Guards civil engineering
program’s strategic Shore Infrastructure Capital Asset Management Initiative. David’s expertise in change management and
reengineering lends itself to assisting clients expand their strategic choices.
Mr. Hammond is an internationally publish author of peer reviewed papers related to performance based capital asset management.
He holds a Bachelor of Science from Cornell University, A Master of Science degree from Syracuse University in Information
Resource Management and is a graduate of the Information Resource Management College at the National Defense University.
